Setskill questions

Hi there!
I have a two questions:
1) Is there way to change active SetSkill?
2) How to get SetSkill's cooldown?

More details:
1) I have many setskills, but can use only 3 skills at the same time
2) My rogue skill "Escape" have 2m cooldown and I want use another skill if escape not available. But idn how to check cooldown
