yes its possible.... some player in my server create their own server and create tehir own item stats etc... but unfortunately all their character get hacked

From what I understand (which is not much), it is a HUGE undertaking which I'd say is beyond you, judging from the questions you have been asking in the forum.

Sounds all a little bit confused better question would be have somebody the rom-server software or is their a private server?
I know Russian server and that someone developing their own server(http://rom-research.blogspot.de/), maybe someone got his hands on the original server and sharing it in the Internet I don't know.

Setting up you own server is I would think middle difficult, programming your own server is hardcore.
