i think you only have rom folder... you dont have full micromacro folder.. did you download both???

I wouldn't "download" rombot. The download is not kept up to date as far as I know. Instead, download TortoiseSVN, and use that to get the latest svn revision. Here are some instructions.

Basically, if you don't have a "rom" folder in your "micromacro/scripts" folder then create one. Then right click it and select "SVN Checkout..." and enter the svn address in the instructions at the above link. It will then download the latest revision.
After that, if you have any trouble, it's a good idea to follow the instructions in Lisas signature. I added some comments in brackets.

Can't get bot to work? follow these instructions before posting, thank you.
1. SVN update micromacro/scripts/rom folder (right click folder "SVN Update")
2. SVN revert micromacro/scripts/rom folder (right click folder "TortoiseSVN/Revert")
3. delete Runes of Magic/Interface/Addons/ingamefunctions folder (if it exists)
4. copy micromacro/scripts/rom/devtools/ingamefunctions folder to Runes of Magic/Interface/Addons folder
5. restart game (so the ingamefunctions is loaded)
