The skill Ice Blade (http://www.runesdatabase.com/skill/492931/ice-blade) isn't in the priest elite skill list. I was going to put it in myself but I'm looking at the priest elites and seeing something called "manainc" so I doubt I'd end up putting the skill in correctly. I have no idea where that value comes from. Could someone help with this?

manainc is how much extra mana it takes to cast the skill when you level it up. If you haven't already leveled it to the max you can get it by seeing how much the 'mana to cast' changes when you level up. Strictly speaking, the skill can be added without those values if you can't get them as not all skills in the database has these values.

It stands for "mana increase per level". It's pretty easy to calculate if you have the mana cost for two different levels (hopefully not only one level differences; there can be fractions which won't be displayed in game).
