System requirements for running 4 clients at once...

... comfortably. I play on some of the crappiest computers you can imagine. Even with the game on the smallest windowed mode and the lowest graphics settings, only one client is possible, and I STILL spend a LOT of time waiting for zones to load and whatnot. So I'm finally gonna upgrade. Not sure of laptop or PC... that decision will be based on the price difference.

What kind of specs should I be looking for in a computer to comfortably run 4 clients at once with room to surf the net and do other basic computer stuff at the same time?

On newgg, there's some nice motherboard/processor combos for about $150.

I'd recommend at least 4GB RAM and at least a 512MB 256bit 550+MHz core clock graphics card. This should be a fairly cheap system, and will definitely play the game well (and by 'well', I mean about as well as such a poorly made game can be run).

When it comes to running multiple clients, I get the impression that memory is the limitting factor. You should be able to run a number of clients equal to 1.5 x gig of memory. So 4g of ram should be able to run 6 clients (note: 32 bit operating systems have memory limitations).
