If target HP >X do Y
Can this be done? i can i make a spell cast if the HP is below say 10% i know i can for dots but this is not a do but an insta cast

Yes, add targethpper="somevalue" into the skill description in your profile. When the targets HP percentage drops below 'somevalue', you will cast the skill.
